Interpretation boundaries

• 01Collections are browser-local review aids, not persistent team workspaces: they do not provide accounts, access control, comments, assignments or a shared audit history.
• 02The release does not deliver outbound webhooks or direct Jira, Confluence, Microsoft Teams or Slack publishing; those capabilities remain subject to identity, delivery and audit controls.
