Included changes

  1. 01A versioned v1 manifest describes available public endpoints, source-gate semantics, cache policy and rate limits.
  2. 02The localized Observatory endpoint returns curated source, signal and event registry metadata with its manual-review context.
  3. 03Builder navigation, command search, the Site Atlas, roadmap and footer now lead to the developer directory.

Interpretation boundaries

  • 01The public contract is read-only. It does not ingest external feeds, create records, send webhooks or grant administrative access.
  • 02It excludes policy text, hashes, raw failure reasons, private evidence, credentials and administrative logs.
