Enterprise Agent and Contract Evidence Integration

Adds a cross-cloud public evidence contract, provider agent source packages and a Word task pane that keeps selected clause text local.

Included changes

01Three public read-only operations return deterministic source-linked change and Observatory briefs through a flattened OpenAPI 3.0 contract.
02Source packages cover Microsoft 365 Copilot, Vertex AI Agent Builder and Amazon Quick controlled pilots.
03The Word task pane classifies an explicit selection locally and sends only displayed fixed topic labels after separate acknowledgement.
04Private tenant workflows remain on the Entra-authenticated Enterprise API v2.
