Included changes

01Evidence Collections can export vendor-neutral work items with evidence links, digests, review questions and acceptance criteria.
02A public endpoint returns already-published policy change events with deterministic IDs, localized summaries and an opaque forward cursor.
03Publication time is recorded separately from retrieval time so later approvals and republications remain visible to consumers.
04Both payloads have public JSON Schemas and are registered in the Developer and Integration directories.

Interpretation boundaries

01The handoff manifest creates no third-party record, assignment, deadline, access-control state or delivery confirmation.
02The event feed is polling only and provides no subscriptions, recipients, push delivery, HMAC signatures, retries, replay protection or delivery receipts.
